Education and Knowledge is one of the eight priority industries of the Gelephu Mindfulness City: universities, executive education, research institutes and vocational training for the workforce the city will need, with demand signalled by the youth and innovation programmes running since 2025. An institution is formed under the Companies Act 2025, as a private company limited by shares or a company form suited to non-distributing activity, and pays company tax at 15% under the Income Tax Act 2025 unless approved as a founders company, the route GMC has signalled for this pillar, which is available only by approval and closed to new approvals after 31 December 2030. The Act also provides a not-for-profit exemption. Foreign faculty and staff need work passes under the Employment of Foreign Workforce Act 2025, and employment terms sit above the floor set by the Employment Act 2025. Student and staff data falls under the Personal Data Protection Act 2012 as applied through the Application of Laws Act 2024, electronic enrolment and records rest on the applied Electronic Transactions Act 2010, and course content and platforms are protected by contract. The sector is governed by the general framework.
